" Foreign nationals who are not of Palestinian origin may establish and register companies in Palestine, with full or partial ownership. "
According to the Palestinian Companies Law No. (21) of 2021, foreign nationals are permitted to establish and register companies within the State of Palestine, whether as individuals or legal entities (such as foreign companies). Foreigners may fully or partially own companies, depending on the type of company and the nature of the business activity.
Private Shareholding Company
Limited Liability Company (LLC)
Branch of a foreign company registered outside Palestine
Public Shareholding Company (in specific cases)
Submission of a valid passport for the foreign individual or foreign partners
A registered office and address for the company within Palestine
Submission of the company’s Articles of Association and internal bylaws
Appointment of a legal representative residing in Palestine (for foreign companies or branches)
A minimum share capital, as required by the type of company
In certain sectors (such as telecommunications or security), specific governmental approvals may be required
Required documents must be submitted, and all registration procedures and signatures must be completed before the Palestinian Ministry of Trade (formerly the Ministry of National Economy), or alternatively, through a licensed Palestinian attorney acting on behalf of the foreign applicant.
